| 摘 要： | 文化多样性的分析是21世纪公共行政研究的核心内容之一。本文认为,行政的文化研究必须做到宏观分析和微观分析相结合。所谓的微观分析,就是要关注个体层面,更多地考虑人的要素。这是因为,人的要素的重要性与行政研究的核心内容相关联,与行政研究的逻辑起点相关联,与行政研究的文化概念相关联。
