论危机管理的社区机制

社区是社会危机管理的基石,构建完善的危机管理社区机制具有重要的实践意义。危机管理社区机制的构建应在公共治理理论的指导下,遵循责任共担、公众参与、重心下移、快速反应、全面的危机管理、遵循法制和特别注重农村社区危机管理等新理念,并从两方面着手:一是通过推行制度创新,构建社区完善的自治机制,化解社会矛盾于基层;二是强化社区危机的常态管理,构建社区危机管理的预警、救灾和重建机制。

The Community Mechanism of Crisis Management

Communities are the base of crisis management.Establishing a perfect community mechanism of crisis management makes great sense for the society.The design of the mechanism should be under the guidance of public governance theory,and on the principle of sharing responsibilities commonly,public participating in,emphases downwards,responding quickly,comprehensive crisis management,enactment and stressing the crisis management of countries.The design of the mechanism is in two ways: the one is to establish the perfect autonomy system of the community which can resolve the social conflicts taking place at the roots of the society.The other is to establish the routine mechanism for the community which observes ahead and eliminates disasters and restores the communities.
