| 摘 要： | 当今人力资本已成为全社会的第一资本。人力资本的创新能力是任何竞争对手都无法模仿和复制的 ,是其它任何资源都难于替代的。人力资本是先进生产力的倍增器 ,而先进合理的制度则是新生产力的催化剂。要使人力资本的创造力达到最大值 ,就须通过制度去诱导、激活人力资本的创新行为。

| Abstract: | The human capital has become the first capital and its capacity of innovation can not be imitated, reproduced and replaced by other resources. The human capital is a multiplier of advanced productive forces while a rational system plays the role of a catalyst of new productive forces. To make the human capital create the greatest value, we must use systems to guide and activate the innovation of the human capital . |
