社会保护与儿童优先的可持续反贫困路径分析

社会保护的政策理念已经逐渐形成国际共识。在儿童社会保护领域，有条件现金转移支付、儿童发展账户和普惠儿童津贴是三类具有代表性的政策模式，体现了不同的福利意识形态和政策运行特征，对我国2020年之后的可持续反贫困发展有积极启示。在新的历史发展时期，社会风险变迁可能加大脆弱儿童及其家庭的贫困风险，这需要进一步强化儿童敏感的社会保护，确立儿童优先的可持续反贫困战略，加快构建具有内在一致性和整合性的儿童反贫困政策体系。

Analysis of Social Protection and Child-first Sustainable Strategy of Poverty Alleviation

The social protection framework of anti-poverty and development has become an international consensus. In the field of children's social protection, the Conditional Cash Transfer (CCT), Child Development Accounts (CDA) and Universal Child Allowance are three representative policy models, which reflect different welfare ideology and policy characteristics, and have positive implications for the development of child anti-poverty policy in China. In the new historical period, the change of social risk may increase the poverty risk of vulnerable children and their families. Therefore, it is necessary to further strengthen child-sensitive social protection, establish a sustainable anti-poverty strategy with child priority, and accelerate the development of an internally consistent and integrated child anti poverty policy system.
