深化农村派出所、刑侦工作改革

农村地区派出所、刑侦工作改革已进行多时 ,但打击和防范工作仍未有效地结合 ,改革没有达到预期的效果 ,其不足主要存在于 :1 分工明显 ,合作模糊 ,打击刑事犯罪难以形成合力 ;2 各自为政 ,相互封闭 ,信息资源难以共享 ;3 基础薄弱 ,保障滞后 ,防范工作难以到位 ;4 注重形式 ,疏于效果 ,人口管理措施难以落实。针对存在的问题 ,必须采取调整内部管理机制、科学划分责任区、完善目标管理办法、强化公安后勤保障等措施深化农村地区派出所、刑侦工作改革 ,提高基层公安机关的战斗力

Deepen the Reform of Criminal Investigation of Rural Police Station

The reform of criminal investigation of rural local police station has been proceeding for a long time,but the crack?down and the safeguard have not effectively been combined yet so that the expected effect has not been achieved.Its unefficiency mainly lies in:(1) clear division of labor and vague cooperation,for which it is difficult to form a joint force to strike criminal offences;(2) that each goes in his own way,enclosed to each other,which results in trouble of mutual share of information resources;(3) weak foundation and backward security,for which the safeguard can not be ensured;(4) emphasizing formality but not effect,for which the managements of population are hard to be effected.In view of the existing problems,these measures,such as adjusting the interior management machanism,scientifically dividing responsible areas,perfecting target management and strengthening the rear service of public security,should be taken to deepen and improve the reform of criminal investigation of rural local police station and to improve the fighting capacity of the basic?level public security organs.
