创新政府高学历人才的管理机制

摘    要:世界已进入信息时代,科技的发展日新月异,在这种大背景下,人才资源作为可再生资源之一已成为最重要的战略资源。政府中的高学历人才是政府中的精英,是保证一个国家政治稳定和经济持续增长的核心力量。一套有效的针对高学历人才的管理机制有利于政府高学历人才充分发挥潜能,为政府创造无限的财富。采取灵活考任、事务官政务官两官分途、公务员培训合同制、行为结果评价等举措,是创新政府高学历人才管理机制的有效途径。

Abstract:High educational background human resource plays an important role in the government and act as core factor in improving country's political stability and keeping economic's sustainable development.A suit of management system for high educational background human resource helps to take advantage of their potential ability to make great achievement in government. More measures such as contracting for training, total quality management (TQM),action result assessment should be taken to solve the problems of the high educational background human resource in government.All in all,these measures are approaches to making innovations of high educational background human resource in government.
