| 摘 要： | 开展横向援助，在高校内部、各高校之间、高校与社会其他单位之间、国际之间相互支持与交流。充分发挥高校在创新型人才培养、提升国际视野、推动地区经济发展、实现协同创新等方面的作用，这对于改变高等教育区域发展不平衡、学科发展不平衡、人才培养不平衡的现状，解决人才培养和区域经济社会发展要求之间的矛盾具有积极意义。

| Abstract: | Lateral cooperation has positive significance to improve the unbalanced state in the higher education in different regions, development of subjects and talent cultivation, to resolve the conflicts between talent cultivation and development of regional sociometric. For the above, it＇s necessary to promote lateral cooperation within and among universities, other social units and countries; to give full play to the function of universities m innovative talent cultivation, promoting international view, motivating regional economic development and achieving collaborative innovation. |
