| Abstract: | In the politics at the local level,there exists a long-term dual structure of power and a tense relationship has appeared inside and had different manifestations in various periods.The academic circle should focus on the origin of the power structure,history and trend of change and give a new explanation of its nature and change from the dual perspectives of politics and administration. |
