| 摘 要： | 改革开放以来,公民社会强调多元性和多样性,尊重社会自治,这就要求政府和社会的界限应该进一步明晰,政府的职能、权力和规模应该受到宪法和法律的明确限制,政府在高效地承担有限责任的同时应充分尊重公民在社会领域内的自治权。

| Abstract: | Since the reform and open up,citizen's society stresses on pluralism and diversity and respects social autonomy,which requires clear line between government and society,definite restriction to function,power and scope of government by the institution and the law.Government should fully respect citizen's autonomy in social fields undertaking effectively its limited responsibility. |
