The Unreasonableness of"One Has to Lose His Driver's License for Life"

This article mainly analyses the unreasonableness of the provision "One has to lose his driver's license for life" in the new Road Traffic Safety Law. The writer holds that emphasis is not to be laid on the negative punishment even if it is a retribution and a positive rule should be adopted to prevent harmful consequences, especially regarding hit-and-run cases. In consideration of humanitarianism and the principle of fairness the writer suggests that this disposition be altered or repealed.
