| 摘 要： | 资本外逃已成为制约我国经济健康发展的一个重大问题。必须在法律制度上明确对私营经济的产权保护,加大反腐力度,加大对走私贩私等不法行为的打击,加强和完善对资本帐户的管制,制造稳定的宏观经济环境,建立统一、高效的金融市场。
