| 摘 要： | 随着中国经济与社会全面转型 ,传统的刑事政策逐渐无力应付汹涌的犯罪浪潮。刑罚的目的在此基础上需要进行重新整合与转换 ,树立报应基础上的综合刑罚根据论。社区矫正就是在这样的基础上萌芽 ,逐渐成为重要的刑罚执行方式之一

| Abstract: | with the conversion of Chinese economy and society, the traditional criminal policies more and more can not deal with the choppy criminal waves. So the aims of penalty need new arrangement and conversion, and settle the new penal accordance thesis with the base of nemesis. Community correction is nascent with this basement , gradually change one of the important penalty execution forms. |
