| 摘 要： | 党代会常任制试点必须坚持合法性和有效性相统一的原则、逻辑一致原则、职能划分原则、整体推进原则,通过完善选举制度,设立党代会常设机构,理顺党代会、全委会、常委会之间的关系,调整党代会、党委、纪委之间的关系来科学建构党内权力构架。
