国家政权建设视角下的农村警务思考

在建设社会主义新农村的背景下,农村警务战略配置是重要的环节。当前,农村公共安全秩序存在诸多问题的主要原因是,政府对于农村社会公共物品供应的不足,现代法治与农村乡土秩序的内在冲突,价值多元和道德失范导致的不稳定现象频发,农村社区警务制度不够健全等。只有加大农村警力投入,转变民警执法观念,创新农村警务模式,才能有效改善农村治安状况。

Thinking on Rural Police Affairs on the View of State Power

Under the background of constructing a nwe socialist countryside,strategic configuration of police affairs in rural areas is the important sector.At present,the main reasons that many problems lie in rural publice security order are insufficient public goods supply of government to the rural area,inner conflict between modern system and rural order,frequent unstability caused by multiple value and ethics loss and unsound commanity police affair system in rural areas.Seculity situation of rural area could be improved only by increasing rural police presence,changing concept of police enforcement and innovating rural police pattern.
