| 摘 要： | 土地政策学尚是一门新兴的学科，因而，对土地政策范畴的研究也比较滞后。因此，重视土地政策的数量与质量、土地政策的供给与需求、土地政策的成本与效益等范畴的研究，对充实土地政策理论体系具有特别重要的意义。
