新时期福建省社会治安综合治理工作的改革与创新

新时期的福建社会治安综合治理工作要在治理理念、运行机制和有效载体上不断创新。在理念上，要正确认清省情，科学分析治安形势，不断创新“平安福建”建设的方略，从更高起点、更高层次、更高要求上来谋划平安建设；在机制上，要构建大综治格局、完善大调解机制、创新大服务模式、健全大防控体系、构筑大基础平台；载体上，有十户（厂、店）联防、中心户长制、“大调解”、治安捆绑问责制等有效载体和流动人口服务管理新模式，以及全方位、多层次的大防控体系。

The Reformation and Innovation of the Comprehensive Administration of Social Security in the New Period in Fujian

In the new period,Fujian provincial government should make continuous innovation in management notion,operating management mechanism and effective carrier.In the aspect of the idea,we should realize the provincial condition of Fujian,analyze scientifically social security situation,make continuous innovation on the construction of a "peaceful Fujian",and plan the construction of peace from a higher starting point,on a higher level,and based on higher requirements;In the aspect of mechanism,we should establish the pattern of comprehensive administration,improve mediation mechanism,innovate service mode,perfect the prevention and control system,and construct the platform of basic level;In the aspect of the carrier,we have built effective carriers and a new mobile population service mode such as ten doors' joint defense,central housemaster control system,mediation mechanism,accountability system of social security,and so on.There is also an omni bearing,multi-level prevention and control system.
