地方政府创新是振兴东北老工业基地的关键

党的十六大首次提出振兴东北老工业基地的方略,2003年8月3日温家宝在振兴东北老工业基地座谈会上,再次指出要把振兴东北摆在突出位置。要振兴东北必须找出东北落后的原因,对于东北落后的原因学术界有很多不同的看法。而笔者认为振兴东北老工业基地的关键是地方政府工作的创新。因为没有一个有效的政府,无论是经济还是社会的可持续发展都是不可能的。本文以创新的角度从新思路、新体制、新机制、新方式这四个方面出发探讨了振兴东北老工业基地的新路子。

The Key Thing in the Reconstruction of North-east Industry is the Creatiation of the Local Government

On the 16th National Conference,the reconstruction of North-east industry base was put forward.On August,3rd,2003,Wen Jiabao said that the reconstruction of North-east should be put at first position.It's important to find the reasons of the backward of the development in North-east China.The academic circles have many different opinions about it.While,in my opinion,the key thing in the reconstruction is the creatiation of the local government. Without an effective government,the continuous development of society and economy is impossible.This article tries to explore a new way of the reconstruction of the North-east in an creative direction.
