刍议社区文化与社区警务之关系

人们的一切活动都在一定具体的社区内进行,社会生活存在的一些普遍现象也往往可以在社区里反映出来。社区文化正是社区存在的一个重要现象,也是社区建设的一项重要内容。社区警务是指警察与社区公众有机结合,共同发现和解决社区的治安问题。它不仅是一种警务方式,更是一种警务理念与思想。西方社区警务这一警务方式自80年代中后期传入中国,立即引起中国警方的全面重视。本方拟从社区文化与社区警务的关系出发谈谈自己的看法,以抛砖引玉。

An Elementary Discussion on Relationship between Community Culture and Community Police Affairs

All of human activities are based on specific communities, and some general phenomena in social life can be always reflected in the communities. Community culture is an important phenomenon existing in communities and also an important job in the construction of communities. The police affairs in communities involve the mutual location and solution of the problems of public security on the basis of the combination of police offices with the public in communities. Community culture is not only a way of police affairs but also an ideology of police affairs. This western way of police affairs was introduced to China in the mid-1980s and immediately attracted the attention of Chinese police. This article presents the view on the relationship between the community culture and community police affairs and offers a few commonplace remarks by way of introduction so that others may come up with valuable opinions.
