With the development of information,intellectualization and globalization,the administrative power once played in the political process come down little by little,public administration has undergone great changes, people now begin to pay their attention to stability and enhancement of the government capacity and to seek the best combination between strong government and strong society.The author sees to government capacity and points out the topic-transition on researching in public administration, that is,to switch to government capacity from administrative power.And on basis of the comprehension of government capacity and administrative power,the author generally analyzes relationship and puts forward the opinion of carrying out public power by rule and improving government capacity at the same time.
