| 摘 要： | 民主政治内含着深刻的监督精神,民主制度无不以监督机制作为其实现的基本方式。文章分析了民主政治的监督机理及对腐败的遏制作用,阐述了民主监督制度的政治基础是公民权力的力量聚集和公民社会的形成,指出了公民社会对国家权力具有重要的监督制衡作用。文章还指出了公民享有必要的政治权利和政治手段对于行使监督作用和遏制腐败现象的重要意义。

| Abstract: | The supervision spirit inheres in democratic politics deeply. Supervision mechanism is the basic of all democratic regimes. This paper analyses the supervision mechanism of democracy and its and - corruption function primarily. It holds that the political basic of democratic supervision mechanism is the aggregation of citizens' power and the growing of civil society, and points out that civil society can impose supervision and check - and - balance on the governmental power. And it claims that it is absolutely necessary for citizens to possess political rights and political means in the sake of supervision and anti - corruption. |
