论扶助公民权是构建和谐警民关系的基石

当我国从计划经济体制向市场经济体制转型,社会管理模式从静态封闭型向动态开放型转换时,警民关系在一定程度上表现出不适应甚至失调和冲突。这是由于相对于警察执法权的公民权过于弱小,两者并没有达到对等平衡,公民权对警察执法权不能实行有效的制约和监督,从而造成警民关系的不和谐。通过依托社区创建新型群众组织、对群众加强教育增进对公安工作的了解和引入媒体监督等措施来扶助壮大公民权,能够让警民关系达到新的平衡。

To Support Civil Rights Is the Base of Harmonious Police-People Relations

When China transforms from planned economy system to market economy system and our social management transforms from static close mode to dynamic open mode,the relations between the police and the people show some maladjustment,even conflicts.The reason is that civil rights are weaker than police's rights of law-enforcement and they are not equally balanced.Civil rights can not effectively restrict or supervise police's rights of law-enforcement,so it makes the police-people relations unharmonious.The relations can regain harmony if we set up new type of mass organizations relying on communities,educate the people to further understand our police work,and introduce the media supervision to help supporting the civil rights.
