历经坎坷的东北亚区域经济合作虽巳展现雏形,但并没有取得实质性成果,图们江地区开发也是进展缓慢,与合作的有利因素相比,不利因素仍占据主导地位,再加上全球金融危机的影响,东北亚区域经济合作的总体形势不容乐观.对此,吉林省必须从现实出发,围绕对外经贸战略进行重新思考,以推行"全面合理化"为手段,脚踏实地的推进"质量立省"战略的实施,为今后参与可能出现的东北亚区域经济合作积蓄力量和奠定基础.
