| 摘 要： | 研究刑事案件与治安案件之间的关系,既为“沙堆效应”理论提供了很好的数据论证支持,又深化了这一理论的科学性、合理性,同时也揭示了治安案件在社会整体治安控制领域中的基础地位。因此,各级公安机关应充分重视治安案件的办理工作,重视对轻微违法问题的打击处理,摆正治安管理工作在整个公安工作中的地位。

| Abstract: | Studies on the relationship between criminal cases and public security cases not only provide a sound statistical support for "sandpile effect" theory,but deepen its scientific nature and rationality,and present the elementary position of public security cases in integrated social order control.Therefore,public security organs at all levels should put enough emphasis on handling public security cases and misdemeanors and properly define the position of public order administrative work in the entire public security field. |
