此次宪法修正案中提出了"国家尊重和保障人权",首次将"人权"二字引入宪法,无疑,这一举措对我国人权事业具有极为重要的影响.但与此同时,通过对我国宪法文本进行分析可以看出,宪法中有关人权的内涵和外延还存在缺失.因此,为确保这一人权条款的实现,我国有必要从立法、制度、组织等方面进行保障.
