The Significance, Basis and Levels of Public Policy Tool Research

In the process of economic society transformation and promoting economic society development, one of government's main tools is public policy. The practical effects of public policies reflect government's governance capacity. Nowadays, policy tool research has become a trend of public policy study. Actually, insufficient of policy tool research both in theory and practice is a serious challenge. This paper points out that the research, selection and comparison of policy tools are of great significance for contributing to success of public policy. Firstly, this paper argues the importance and urgency of public policy tool research. Then it summarizes the discipline foundation of public policy tool research. Finally, it gives out some major perspectives for policy tool study.
