当前,公安机关学习贯彻十六届四中全会《决定》,就是要坚持立警为公、执法为民,切实提高执法能力,这是公安队伍实践"三个代表"重要思想、贯彻落实《决定》的切入点和结合点。为此,广大公安民警必须做到转变执法观念、树立正确的执法意识,贯彻严格、公正、文明执法的原则,增强为人民群众服务的本领,维护国家安全和社会稳定。
