从双边主义到多边主义:东盟安全合作模式的转变

东盟框架内的多边主义一直是东盟安全战略的禁区,所以双边主义成为东盟主要的安全合作方式,但在冷战结束以后,东盟内部以及与外部多边合作的趋势越来越明显.本文利用多边主义和安全共同体的理论对此进行了分析.从目前来看,尽管东盟大多数国家认为双边安全合作仍然是主流,但安全领域的多边合作已经开始在东盟地区实施,并取得了实质性的进展和效果;而且随着东盟提出建立"安全共同体",多边主义将会在安全合作方面发挥越来越重要的作用.

From Bilateralism to Multilateralism: Transformation of ASEAN Security Cooperation Mechanism

Multilateralism within the framework of ASEAN has been a forbidden zone for ASEAN security strategy and bilateralism becomes the main mechanism for ASEAN security cooperation. However, the multilateral cooperation among ASEAN nations and between them and others has been increasingly apparent. This article analyzes this phenomenon with the theory of multilateralism and security community. Although most ASEAN nations still hold that bilateral security cooperation is the main stream, multilateral security cooperation has already been put into practice and some progress has been made in this region. With ASEAN advancing the construction of a security community, multilateralism is going to play a more and more important role in security cooperation.
