| 摘 要： | 近年来，随着形势的发展变化，虽然我国单位内保工作在体制、机制等方面进行了改革探索，并取得了比较好的效果，但无论在理论方面还是在实践方面，都仍有许多值得进一步探讨的地方。因此，必须依据内保工作的职能和属性，从坚持和创新的角度出发，既要继续坚持并完善内保工作法制化和规范化建设，还要构建内保工作新的体制、机制。

| Abstract: | The system and mechanism of the public order security work inside the unites has been transformed toa certain degree in recent years and attained some effects.However,there are still some aspects to be discussed fur-ther both in the theory and practice.So we must persist and perfect the legal system and standardization and con-struct the new system and mechanism according to the function and attribute of the public order security work fromthe point of view of insistence and innovation. |
