| Abstract: | The author considers that the environment of rule by law in exploration and development of west region has become the most important aspect during the procedure and the exploration and development of west region should be brought into the line with rule by law. So, the author makes a corresponding analysis of the environment of rule by law and gives a detailed elaboration about function of law. |
