Abstract: | The paper deals with the recentdevelopments in New York City's social policy. Itanalyses the present system of welfare benefits in thecity as well as the local effects of the 1996 federalPersonal Responsibility and Work Opportunity Reconciliation Act. Itcan be shown that the impressive reductions of thewelfare caseload are the result of a conservativephilosophy that aims at the political utilization ofthe welfare clientele. |
