摘    要:行政法学是一门较难讲授与学习的课程,目前教学内容存在着分歧,产生了关于实体与程序、总论与分论、教义与政策、行政实践与司法审查等问题的争点,这些课题均是我们在教学与研究中必须面对与应对的。

Abstract:Administrative law is difficult subject to learn and teach,which teaching content exists many differences.The controversies include substance and procedure,general and special theory,dogmata and policy,administrative practice and judicial review.We must face and solve these problems in teaching and researching.
