改善民生是求稳定、保增长的出发点和落脚点，也是构建和谐社会的客观要求。从法理的角度来看，民生问题体现着人类最基本的权利诉求。在现代法治国家，政府理应是改善民生的主要推动者和责任的直接承担者。政府履行社会管理职能、提供公共服务的过程，实际上也就是改善民生的过程。应积极转变政府职能，完善行政法制，促进社会和谐。
