西部大开发立法若干问题浅论

西部大开发立法就是把党和国家的有关方针、政策、经验和广大人民群众的整体意志及利益定型化、法制化。立法工作要把握“三个代表”重要思想和社会主义法律价值取向的总原则 ,并充分考虑西部的实际情况 ,有重点的进行。立法实践中需明确认识立法工作的紧迫性、创新性、求实性、重要性、民主性 ,以及借鉴国外经验的必要性。

Brief Discussion on Legislation Issues in Western Development

The law of western development is to make the concerning policies,experiences of communist Party of China and the state as well as People's will and interests fall into a pattern and legislate.It must grasp the main ideas of "Three Representings" and the general rules of value judgement of law,Paying enough attention to the regional reality.In doing So,We must bear in mind its Urgency,innovation,being realistic,importance,democracy,and use the experience of foreign countries for reference.
