| 摘 要： | 高科技创新是高科技园区发展的核心和动力,体现时代精神、符合实践需要的政策及法律等软环境创新建设也是一项系统工程。我国政府应及时做出战略应对,在系统评估园区发展状况的基础上,建立完善的国际化、规范化制度体系,实现我国高新技术产业的纵深和全面发展。

| Abstract: | Hi-tech innovation is the power and core to the development of the hi-technology development region.The environmental construction such as policy and law which embodies the spirit of times and accords with practical needs is a systematic project.The government should make strategies in time to establish the international rule systems on the basis of scientifical assessing the development circumstance of the hi-technology development region and realize the deep and overall development of the high new technical estate of our country. |
