| 摘 要： | 政府利益是政府在社会经济活动中偏离了公共利益的非常态利益。政府利益是客观存在着的事实。只要公共政策资源掌握在政府手中，政府利益对公共利益的侵蚀就是一种永远的威胁。在公共政策的制定过程中，存在政府利益最直接的原因是公共政策制定过程中的机制缺陷，为政府利益的介入提供了制度上的可能。

| Abstract: | Government interests are out-of-court interests deviates from public good that government in social economic activities. Government interests are the fact of existence. Government resting with public policies resources, it＇s perpetual threat that government interests erosion public good. In the public policy formulation process, mechanism defect is the direct reason that government interests exist. It＇s system possibility to government interests intervene public policies. |
