试析我国电子政务建设的问题及措施

我国的电子政务建设在取得长足进展的同时也存在着许多问题,包括政府网络信息陈旧,流于形式;忽视系统的整合及人员建设;缺乏统一标准和法律保障等。因此,电子政务的建设必须统一规划,软硬兼施,遵循循序渐进的原则,在理顺"电子"与"政务"关系的基础上,通过转变政府职能、完善电子政务的法律和法制环境等措施,使我国的电子政务建设及运行能适应现代政务工作的需求。

China has made a great progress on the construction of E-government affairs, in the meantime, there exists such problems as outmoded and formalistic information on internet, ignorance of systematic regulation and (construction) of personnel, as well as lack of unified standard and legal protection. Adhere to the principles of the (unified) program,the combination of software and hardware measures and advance in regular order,the construction and (operation) of E-government affairs, on the basis of bringing into better balance the relation between electronics and government affairs, can be geared to the requests of the modern government work through the measures of transformation of functions of the government and improvement of legal environment of E-government affairs.
