顶层设计：深化改革的合理路径

《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》提出的“更加重视改革顶层设计”观点为进一步深化改革提供了合理路径，是全面深化改革的需要。加强顶层设计，要求中央下更大勇气和决心，肩负起领导职责；创新“整体推进”和“重点突破”相互促进的改革方法，积极稳妥、有计划地深化改革；在全社会积极营造提倡改革的良好氛围，坚定不移地鼓励地方或各部门敢闯敢试。

Top-Level Design:a Rational Path for Deepening Reform

The idea of ＂attaching more importance to the top--level design＂ formulated by the Party in the ＂Proposal by the CPC Central Commuttee on Drawing up the Twelfth Five---Year Plan＂ provides a rational path for further deepening reform, and their is need of deepening reform in an all---round way. In strengthening top--level design,the central authorities should muster up courage, make up their mind and take on the responsibility of lead- ership in innovating reform ways, in deepening reform through making overall progress in an active, safe and planned way, in creating a sound social atmosphere for reform, and in unswervingly encouraging local authorities and all departments to dare to break through.
