Goodnow＇s ＂ politics and administration＂ is a great book of public administration in the history of Western classical masterpieces, and it discussed the political and administrative dichotomy for the first time. But it has been criticized and blamed in the theoretical circle since the 1960s. Through a review on this book in this paper, we could see that Goodnow attached great importance to the coordination of politics and administration, and put forward the theory of the political and administrative dichotomy as well as the theory of politics controlling administration. It was also the quintessence of this book.
