| Abstract: | Double burden, such as economic growth and energy saving and less discharge, lies in western areas. Fast economic growth will be realized only by bringing the strength of whole society into full play, promoting energy saving and less discharge, adjusting and optimizing economic structure and improving the transformation of economic growth pattern. |
