| 摘 要： | 行政法基本原则应当体现行政法治的时代精神。现代民主政治对政府行政的基本要求之一就是行政公开。行政公开理应成为现代开放型政府的法律理念。行政公开原则应该视为现代行政法的要旨,即行政公开原则是行政法的基本原则之一。
