Scholars refer to this as a win-win solution to the financial risks reliev- ing the economic burden of state-owned enterprises. But in practice state-owned commercial banks are faced with the grave problem of asset recovery. This article analyzes the various risks banks are faced with and proposes countermeasures for dissolving such risks.
