| 摘 要： | 从国家药监局案例暴露出来的问题来看,当前我国行政许可在设定、实施、监督方面都存在一些问题,对公民权利保障不足。应通过规范行政许可权利、确立行政许可监督评估机制、建立行政许可责任追究制度和完善行政许可救济制度等措施,进一步完善行政许可制度。

| Abstract: | From the perspective of the case of state food and drug administration,present state administrative licensing system has a number of problems in its enactment,enforcement and supervision;especially it is inefficient to protect civil rights.To further improve administrative licensing system must normalize administrative licensing power,and establish supervisory regime and appraisal mechanism,set up accountability system,consummate administrative relief system and so on. |
