| 摘 要： | 监听的广泛应用极大地增强了打击和控制犯罪的力度。监听既侵害公民基本权,又从根本上保障公民基本权的实现。世界各国大都通过立法对监听进行必要的限制,我国在这方面仍处于空白,亟待建立符合现代法治需要的监听制度。

| Abstract: | The wide application of monitoring has greatly enhanced the efficiency of crime striking and controlling.Monitoring not only trespasses on citizens' constitutional rights,but also safeguards the realization of those rights.Necessary restrictions have been made by nearly every country by means of legislation.However,legislation on monitoring in our country is still in vacancy.Thus,it is necessary to establish the monitoring system to accord with modern nomocracy. |
