| Abstract: | The reformative acceleration of institutions depends on the establishment of the operative mechanism that is harmoniously running,effectively supervised as well as full of scientificity,rationality,flexibility and diversity.Accurately speaking,it requires that four mechanisms should be erected,namely the mechanism of scientifically classified management,efficiently fair competition,effective supervision and restriction,and sound incentive and security. |
