企业环境责任制度体系之重建——以循环经济为视角

我国传统的企业环境责任制度中责任主体仅局限于生产者,责任内容以"污染的事后治理"为主,政府的管理方式直接而单一。在循环经济模式下,企业的环境责任应从生产者延伸至原材料提供者、产品设计者、加工者、包装者以及负责废弃物的运输、处理的企业等多重主体。而为了促进企业积极承担环境责任,政府应改革管理方式,充分运用市场机制、重视事前监督并协助公众有效地行使环境信息知悉权与环境事务参与权。
