摘要：	自2008年昆明市进入了跨越式发展阶段。全市围绕“大干2008、拼搏2009、攻坚2010、冲刺十二五”的要求，开展了大规模的城市管理和建设以及制度创新，并力图改善全市软环境和基础设施建设。在这样的大背景下，昆明市司法局不断思索如何服务于昆明市跨越式发展的大局，如何充分发挥法律服务、法制宣传、法律保障职能作用，保障经济的发展，保障民生和社会稳定。
