At the turn of economic society,the educational differences of our country in education are obvious,existing between the areas,regions and crowds.The government and whole society have begun to pay great attention to the current educational situation referring to the increasing of impoverished population,the complexity of distribution and constitution,the special of impoverished reasons.In view of this point,the fair development view of society and the harmonious development idea of helping the poor can be manifested.Realizing the educational assistance from helping the poor to establishing social security system,improving the present educational situation in impoverished areas and gradually reducing the educational disparity between impoverished populations are the important national strategies to balance the educational development.
