宏观调控是我国在社会主义市场经济理论中提出的政府在经济中的作用的方式 ,也是政府改革和经济改革中一个基本的问题和方向。宏观调控与市场经济并不是一个必然的逻辑关系 ,它在市场经济中也是经历了一个发展的过程。宏观调控的法律化是市场经济的一个基本要求。宏观调控的法律化需要有相应的基础 ,一个是法律的基础 ,另一个是市场的基础 ,这是宏观调控法律化的基础 ,也是我们在宏观调控立法中应该注意的问题

Legislation Principles for Macroscopic Control

Macroscopic control is the way the government functions in economy, which is put set forth in the theory on socialist market economy of China, and it is also a basic issue and aim in government reform and economic reform. However, macroscopic control has no logical relation with market economy, and has experienced a growing process in market economy. The legislation of macroscopic control is a fundamental requirement of market economy, which needs related basis, i.e. legal basis and market basis. These are also the issues we should pay attention to in legislation of macroscopic control.
