西部大开发中可持续发展问题研究

西部大开发中客观上面临水资源缺乏、水土流失严重等问题,主观上存在环保意识淡薄、片面认识人力资源便宜优势、政府与市场关系定位不清等问题.因此,西部大开发应遵循有中国特色的可持续发展思想,要建立完善的投资政策环境,重点扶持环保产业发展,大力加强基础设施建设.

A study of the problem of maintaining development in the western regions of China

There are many problems that have to be faced in developing Chinese western regions. On one hand, we have to deal with the objective issues like those of shortage of water resource and earth's grave waste. On the other hand, there are still such subjective problems as some feeble consciousness of environmen- tal protection, partial understanding of cheap human resources, and ambiguous positioning of the relation be- tween government and market. In view of this situation, great development of western regions should be carried out on the principle of maintaining development with Chinese characteristics. It is now necessary to form a per- fect environment of policy for investment, emphatically support the industrial development of environmental protection, and greatly strengthen the infrastructure construction for these regions.
