| 摘 要： | 目前,我国行政行为的复议监督制度还不够完善,抽象行政行为不能作为直接复议对象,公益性审查可以通过对抽象行政行为的直接复议扩大《复议法》受案范围,形成对行政相对人合法权益的完整保护,是一种经济有效的行政监督模式。

| Abstract: | administrative act can't directly be the object of administrative re -considerration.Commonweal supervision can enlarge the scope of object in"law of re-consideration"through direct re-consideration of abstract administrative act and provide complete protection of legitimate rights and interests for administrative counterpart.So it is a economical and effective form od administrative supervision. |
